Water scarcity becomes root of various problems in Sadi village. The 349 hectare agricultural land requires rainfall and only 149 hectare is irrigated. The absence of irrigation facilities, such as water pump and irrigation system often leads to crop failures. Aside from agricultural issues, there are also water facility problems where there are inadequate water supplies to fulfill daily needs of villagers. In fact, 120 out of 361 families do not own decent public bathing, washing, and toilet facilities. The villagers often have to travel far to collect water due to insufficient water containers. Moreover, several water sources experience problems and are not maintained well, causing the villagers to have diarrhea and itchy skin. The absence of water facilities also affects the amount water supply in public health center. Eventually, the medical workers are reluctant to stay in the provided houses around the area. It also impacts the public bathing, washing, and toilet facilities at secondary school in Sadi.

Currently, water scarcity becomes the main focus of the problems in Sadi village. After thorough discussion with the representatives of Kemak tribe, it can be concluded that there are currently three water facilities that are classified according to its functions. First, they function as agricultural and horticultural irrigation system. Second, they act as water facilities to supply the daily needs of villagers. Lastly, they support the public facilities, such as school and public health center.

1. Establishment of water facilities for commercial activities

• Adequate water supply for farming
• Adequate water supply for raising livestocks

2. Establishment of water pipes for public facilities

• Sufficient water pipes for public bathing, washing, and toilet facilities at schools
• Sufficient water pipes for public health center

3. Establishment of water facilities for daily needs

• Sufficient water pipes to supply villagers' houses
• Addition of water containers at some location in the village
• Addition of water pipes from the source to the new water containers
• Maintenance of the current water facilities to prevent contamination
